Patrick K. Kelley has been selected as the director of Cybersecurity Undersea Warfare (USW) Combat System Integration for Submarines and USW Systems. As a senior scientific technical manager, he will provide continuity of technical leadership and oversight to ensure long term stewardship of our organization’s technical capabilities, with a focus on Division Newport’s cyber USW engineering thrust.

Kelley, from the USW Combat Systems Department, has most recently served as the technical manager and CYBERSAFE investment project lead for tactical system cybersecurity over the past 18 months for Division Newport. He has led a team of 20 engineers and scientists in identifying facility and technical capability gaps in the area of cybersecurity.

Kelley has more than 30 years of USW experience as a software developer, program office project officer, systems engineer technical warrant holder and department chief engineer. His contributions to the Navy’s USW capabilities are nationally recognized and he is the recipient of the DON Meritorious Civilian Service Award; the Copernicus Award for USW Command, Control, Communications and Computers; the NAVSEA Commander’s Award for Innovation; and the National Defense Industrial Association Bronze Medal for Technical Achievement in USW.

In addition to his CYBERSAFE position, Kelley has served as head, Technology and Strategy Office, USW Combat Systems Department from May 2014 to the present. He was responsible for development of research and development plans in support of Navy objectives for combat systems in the USW domain. From 2014 to the present, he also held the SSBN Near Term Tactical Control Systems Upgrade project lead position, managing a team of more than 30 engineers from four organizations. The project has delivered the most substantial upgrade in combat control capabilities in the history of the U.S. submarine force at a total cost of $1.5 million within an 18-month period.

From 2009-14, Kelley served as the USW Combat Systems Department chief engineer, and was responsible for department systems engineering policy deployment, training and assessments. He earned a Master of Science degree from the Naval Postgraduate School (NPS) in Monterey, Calif. and a Bachelor of Science degree in electrical engineering from the University of Rhode Island. He is currently pursuing computer science certification in cybersecurity from the NPS.

As director of Cybersecurity USW Combat System Integration for Submarines and USW Systems, Kelley will ensure that the collective capabilities of the growing cybersecurity engineering workforce are effectively utilized so that the pace of cybersecurity capability delivery to the fleet is efficient, and our organization is well prepared to face current and future cyber threats.
